For all of these programs (or for each program of the answer is different), is eligibility based on AGI (adjusted gross income) or gross income before 401k contributions, etc.

Each program is different most of them go by monthly income

Even if it’s monthly income, is that the adjusted income or the base income? Meaning, can contributing to a 401k lower the income amount that they look at for eligibility?

I can only talk for vouchers. They ask for the wage before taxes. Whatever number is on your W2

Right. 401k would not lower income amount for eligibility.
