What are some fun things to do with teens in Baltimore? Or nearby, up to an hour away but preferably closer.
Action type stuff vs. museums (unless there's something really interesting).
2 day trip.
Also, places to eat: lunch and supper.

There's also Yesh (fleishig)
Mangal grill (fleishig fod truck)
And a pareve food truck, Yossef's Laffamilia which also has seating outside and a heater for the winter.

Not sure what you’re looking for cuisine wise, but fyi caramels, tovs, and mama Leah’s are all pizza shops though mama Leah’s prob has the most extensive menu beyond pizza (though for pizza itself my favorite is Tov’s.) Cocoachinnos is not a pizza shop per se they have lots of options with pastas, soups, panini’s etc but also serve thin crust/personal pie type pizzas.
(I guess I should mention that caramels also sells sushi which the other pizza shops don’t.)
There’s also Croustille cafe as a milchig option though the earlier in the day you go the more likely they’ll have food in stock. It’s French run by actual French people. They have delicious pastries and breads and even make their own ice cream and you can get waffles and ice cream 😋

There are a couple of axe throwing places. Also bowling (bowlero is nice). Ice skating, roller skating. Ships in the harbor are interesting - I went on a tour of a submarine that was cool.

Top golf is popular. Dave and busters arcade (multiple locations) then can also walk around the mall.

Sure.
Yesh is Israeli-shawarma, falafel, shnitzel type. Informal.
The club- is a really small place and definitely the type you should make a reservation if you want to eat in. They aren’t fancy but it’s a waiter service and the food is good-poppers, burgers, so sandwiches, blooming onion, etc.
Kosher Bite (now called KB Wok but no one calls it that) has a variety of cuisines including American (burgers, chicken tenders) Israeli (shawarma) and Chinese. I’m not a fan but some people really like their burgers and shawarma a lot. They were shut down a few months ago by the health department but opened up soon after so hopefully everything is ok now. It’s a fairly large space and should be easy to get a table. Informal.
Accents-waiter service and prob best to make a reservation but don’t necessarily need one. It’s in a hall inside a shopping center so not super nice ambiance. Wide spectrum of food burgers, sandwiches, sushi, etc. Good food in my opinion. A lot of overlap of food with The Club
(They also have a fleishig sister restaurant in the same indoor shopping center called Serengeti. It’s the fanciest restaurant Baltimore has with a limited menu. It’s supposed to be South African cuisine-mostly steaks type).
My 2 personal favorites- are Asian:
David Chus-really good Chinese in my opinion. More formal ambiance but not pricey. You get a really good value with their dinner specials (and even more with their lunch specials). Would recommend a reservation.
Taam Thai-officially supposed to be Thai. They have a Thai menu and Chinese. Really good food more pricey than David Chus but leaves your stomach feeling lighter not like heavy Chinese. Recommend reservation.
