Did anyone apply for p3 when their daughter was already in high school?
My child is not doing well in regents subjects and needs help. I’m wondering if I should try to get p3

No chance she’ll receive just bc she needs regent help
Hire a private tutor
P3 doesn’t work that way they’re not free tutors bc she doing poorly on her regent subjects

Not everyone does well on regents. They also might be getting rid of them. No one cares about your regents marks. Now does she struggle academically overall? That might get her support. I would also look into a tutor through a chesed program if money is an issue.

Op said the kid is not doing well on regents subjects. Not regents, the test, specifically. I take that to mean she's not keeping up in core subjects including math and language arts. If she's struggling enough then she should definitely qualify for help and there is no reason not to at least open the investigation.
