Not to get too technical but the car is actually idling in the parking lot with it's headlights off when Gabe notices it - the thing is that Gabe seems to recognize the car...

Ok let's think. Why would anyone want to shoot at them?
My assumption is that it's a warning to them to stop snooping around in the past.
Someone did something bad- and he is afraid that Gabe and Penina will uncover it.
Possibly this person also warned Moishe and Avigdor , but they didn't care and he killed them both.
We don't know how Abba died- do we? I would have to go back and check but I don't recall that a cause of death was given.
So maybe the perpetrator killed both men and now is threatening to get rid of Gabe and Penina unless they lay off the search.
