The amount you're exposed to makes a difference. Sometimes it's possible for your immune system to be exposed to something and develop a targeted defense before you actually get sick, but if it's overwhelmed, you're more likely to develop symptoms.

Not necessarily. I used to be a teacher, and some of the kids with the worst habits were the ones that never seemed to get sick. I mean washing hands is a good idea, but it's no guarantee. My sister's family was quite particular about hygiene and Covid exposure and though we live in the same neighborhood they got Covid about a full year before us. We took "common sense" precautions but were not particularly "extra vigilant"
