If I arrange a car service to pick us up at the airport late at night and our flight is delayed 1 1/2 hours, should the frum car service still be obligated to pick us up or is ok for them to cancel saying they can't do it anymore?

I think you’re changing the time (even though it’s not your fault) and if it doesn’t work for them anymore, that’s not their fault.

You should make up with them beforehand what will be if there's a delay.
They're not obligated to stay & wait if there's been a delay.

Agree with all of the above and if you really want them to wait for you maybe offer them more money. But they are in no way obligated.
