Our Ma'aser goes to our tuition.
I did look into this after I "heard," (I spoke to a Rav in town and a few parents), and it does seem that in my town this really is the minhag hamakom.
My thought process always was that we work hard, make money, and pay tuition (it's really not cheap). And give a little something at Chanukah time to show hakaras hatov. I literally did not know that many people are giving Rebbeim $100 or more. So I'm honestly just not even sure what my position (attitude) should be when I see now that many people give generously but don't pay full tuition.

I also asked the Rav - should it matter if the Rebbe is being a good Rebbe to my kid or if he doesn't pay any special attention to him? And the Rav said no, it's acceptable to give the same amount just b/c he is a Rebbe.

I gave my sons Rebbe $100 (this is the 'going rate' here) and any other "maiser" money this month is going towards the mortgage. Tuition is already reduced to bare minimum.

I looked into it and it is definitely allowed at least according to some poskim (whereas maaser for tuition esp for boys is much more questionable ) |
is that only if the teachers are poor?

I agree with you op. It doesn't make sense to ask for a reduction and then tip the teachers. I pay full tuition and thankfully in my community it's normal to chip in as a class but no what's being described of getting a break and then tipping doesn't sit well. I also don't understand why all teachers should get the same amount regardless of what quality teacher they are, tips if given should really be based on service, that's why they aren't part of the original fee but the world is all mixed up and instead it's just to make it so that people can be paid less then they should by their boss.
