I need a hall painted in a 3 family house. It has stairs going up three floors, and they need special ladders to reach all the way up, while standing on stairs.
Are most Painters insured?
If someone injures themselves, who covers it, the Painters insurance or the home insurance?

You need an insured painter. Many homeowners insurance policies do not cover construction damage, something I learned the hard way.

You need to ask to see their insurance and if you really want to be safe, ask for a Certificate of Additional Insurance.
You would also want to make sure they have Workman's Compensation because otherwise you can be sued by any of their workers.
This is going to make them more expensive than the guy who is cutting corners and doesn't have insurance and hires people from the parking lot but you get what you pay for.
When I remodeled, I made sure my GC was licensed and I asked for his Certificate of Insurance. I also made sure that the electrician and plumber was licensed and insured.
