I was incredibly regular throughout my teens yet they went haywire after marriage and later had pcos and sif.
It doesn't mean anything. As others have said, leave daughter be.

The OP's daughter is a teenager, mot a nine year old. Very different in terms of bodily authority. It also doesn't sound like she's eighteen. If she was eighteen, it would be inappropriate for her mother to intervene unless the daughter had asked her advice.
Granted that PCOS is a syndrome which affects much more than fertility, what would be the value of diagnosis as a teenager? Other than inducing anxiety, and questions about whether it needs to be revealed during shidduchim? Irregular menstruation as a teenager is not part of the diagnostic criteria.

Would she like it to be more regulated? I think the most you can do is explain to her that there may be options to help regulate it, and if she is interested, you could go to a doctor about it. She's not an adult, but she's not a child any more, either. Don't treat her like one.

I don't know why it bothers you. I just make sure to have lots of pads in the house and encourage proper hygiene. My daughter started recently at 13 and her cycles are all over the place. I was told it was normal. I didn't have this but we are all different.

Ever since I started with my period at 13, my cycles can be anywhere from 30-45 days. And I never got my period in camp. Had my first 10 months after my wedding π€·ββοΈ
I remember my mother asking my pediatrician about it, because the first year I was only getting it every three months or so. I just remember her reaction. She was like itβs normal normal normal!
