Hes a good kid in general sweet and helpful and patient with his baby sibling.
But bullies the brother directly under him without mercy. And is 100% out of control on the bus. Hes a fighter. Will tease and provoke kids..hit and kick them.
Every day I get another complaint about him. I talk to him for hours about his behavior...punish him take away rewards...nothing helps. If I say you cannot fight with that kid then the next day he fights with a different kid. What is up with him?
I hug and kiss him all day at home..give him tons of love and at home aside for bullying his brother he happens to be such a lovable sweet boy! How do I stop this behavior of his???

Was he ever evaluated? In most cases there is an underlying issue. ADHD/ asd/ language processing issue/ hidden learning disability etc..

I second getting him evaluated. Who knows whether he needs more professional help that could bzH help you and him tremendously? Hotzlocha!! It’s super difficult and it’s so special you give him so much love and affection even as he presents you with challenges.

If he is consistently bullying kids on the bus you need to start driving him to school. It’s not fair to the other kids.

It's not your parenting. He's dysregulated. There are 100s of reasons kids these days have dysregulated nervous systems from leaky gut to brain inflammation to neurotransmitter imbalances to blood sugar issues, food sensitivities, reactions to artificial dyes, infections, parasites, mold in school buildings, sleep apnea and the list goes on.

What kind of evaluation did you do? It sounds like he is struggling. Something may have been missed.
