Why when I bake these cookies are they not flattening as it shows in the picture? What am I doing wrong?

Assuming you are following the recipe exactly, I would guess it’s about the way you measure flour. Too much flour will make the dough thicker and less likely to flatten. If you scoop and shake down the flour to even it out, or pat it in the measuring cup, both would lead to a higher amount of flour.
Alternatively, what size eggs are you using?

Are you using margarine instead of oil? Can you compare notes with someone else that has the recipe to make sure that you are not missing an ingredient?

Following recipe exactly. Using oil. It’s not the first time it happened to me from this recipe. I don’t remember what size eggs, probably large. And I measure the flour by using a knife to scrape off the top

Hmmm. Maybe you’re cooking too long? Even if following the recipe each oven cooks differently… when I have made those, they rise up and then flatten once out of the oven.

Spoon in the flour and don't flatten. Don't scoop out the flour.
