It looks like a lead sinker for a fishing line. It's possible that the flapper leaked in the past and a previous tenant tried to fix the problem by attaching the weight to the flapper. If your toilet works fine, I wouldn't worry about it.

People put bricks in the toilet tank because they think it reduces the amount of water used with each flush. This could be the same idea.

Its in Jackson, we dont pay for water.
And the house is pretty new. Not antique. Its weird.
