Younger brother hurting his sister

My kids are eighteen months apart- my older just turned three .
She is very sensory sensitive, little girl. Her younger brother is eighteen months, exuberant and does not stop. He’s also about as big as she is.

This is a problem because he loves her but is always into things- poking her, pushing her, biting her. I don’t think he does it to be mean but trying to teach him to stop just makes him laugh and do it harder. It’s really very annoying to have to deal with multiple crying episodes a day because he touches her.

How do I teach an eighteen month old to be more gentle?

Have a bigger age gap but same problem
In my case it’s bec he wants her toys but she doesnt need to give it to him just bec he’s a bully

At this age I did hand over hand and said gentle touch any time a kid reacted to rough touch. And they really understand and pick it up quickly. Eventually you can call out gentle touch to remind him she’s not enjoying it. You can also give her tools, she should remove herself when she sees he’s coming to bother her or when he’s being rough. She can also take his hands in hers and show him gentle touch and repeat it to him too.
