You say this laptop was just sitting around never used. If I had let someone borrow something old that I never used, I would be much happier receiving $300 than getting a replacement of an item I never used anyway. And, yes, if it was a family member I wouldn’t care if it got broken and never returned. Depending on our overall relationship of course.
All in all, I would tell the relative it broke, apologize, offer to replace. If they would say don’t bother then I would get them a nice gift or gift card
