Background - my dad has CHF and diabetes
as well as other medical issues
He is ALWAYS thirsty
Even if I give him the entire ocean he’s still extremely thirsty
On top of that he takes diuretics
The problem is he’s on water restrictions
I want to make him icees
He can have watered down juice but NO GRAPEFRUIT
What flavour would be the most quenching
Other advice greatly appreciated

Limon-nana is very refreshing. (minted lemonade)
But - it really depends on his personal preferences.
Does he like citrusy? Then orange/lime/lemon-based ices are very refreshing.
If he's not fond of citrus, but likes tart, cranberry-juice based or crushed frozen berries are good.
Sweetness can be added with sugar substitutes.
Sweet flavors would be grape-juice or apple juice, but the sugars within aren't diabetic friendly.
Other options that work well are melons and/or pineapple. Blend sweet, ripe melons. You can strain the juice and use only that, or just freeze the pulp. Chopped mint also goes well with melon.
Really, practically any ripe fruit can be used.
Pareve milks such as almond and coconut milk can be used to make the ices more rich and creamy. Or, a banana can be blended with all the above.

Not quite an icee but cantalope with basil, lime juice and a pinch of flakey salt is extremely thirst quenching. Also maybe try using electrolyte water or powders with whatever icee you make
