Is L halachically permissible?

Sure, why not? Unless you hold that the English alphabet is not okay for whatever reason. But I don't think that diffrenciates between L and other letters.

They should try the urgent care. They may have some yellow ppe gowns. I don’t think they run in mustard shade, but בשעת הדחק hopefully stam yellow can work.
If the urgent care has non, or only blue, then try the ICU
