We made pesach for the first time this past year without the above. A couple and a preschooler was much less.
The biggest expenses were
Matzah
Fish
meat
wine
produce
disposables
groceries

I think we spent about 3k extra over our usual budget. We were out for all the day meals. Home for nights and chil hamoed.

It depends why you're calculating the cost of Pesach. If you need to have the cash available to pay for all the expenses that month, then it doesn't matter that you'll be using the clothing for the next 6 months. Unless you have a payment plan at the clothing stores, you need to budget for that expense at Pesach time.

Do you know your regular food costs per month? Or regular clothing costs? It would probably be a good starting point to figuring out pesach costs. If you post it here we could prob help you figure out realistically what it might cost you

I have been making Pesach since I was married- at least half of Pesach. (Except the year I was due Pesach.) I bought a few things each year and made due with what we had.
Our first year we didn't make seder. So we bought foil pans and not real bakeware. But I bought cutting board, knife, food processor, hand mixer. We made due.
You do not need to spend 5000. No way.
If this is your first time- you don't need a full kitchen. But if you shop now/black Friday it is half price. I also am short on space so take that into account if you are buying stuff.
There is also a debate about quality for 1 week a year. But it does get heavy usage. Also consider if making Pesach is a regular thing or one time.

- food processor
- soup pot
- frying pan
- peeler
- cutting board and knife
- hand mixer
And use disposables for plates, cups, silverware, foil pans... more expensive in the long run but over time we bought items.
In terms of foods- depends on how you eat. Do you need KLP ketchup, mayo and a thousand processed foods? Or are you ok with doing without? It is only 1 week. Also if you only eat hand mazta and a lot of it, costs will be way different than if you buy machine matzah.
If you are comparing cost of pesach home vs away- don't take clothing into account. If it is just Pesach in general- we only buy what is needed.

OP asked about a whole family, not just 2 adults. I didn't buy a cutting board, food processor, or mixer for Pesach, but I definitely need more than 1 pot and 1 pan to feed my family for a week.

I think the point is that you can start off simply. How many things do you actually have cooking on the stove at the same time? How many burners do you even have. If you have 4 burners, then you won't need more than maybe 4 pots/pans total. Just because you're cooking for more people, it doesn't mean you need that much more keilim.

It's not just the Pesach shopping. For the 2 or 3 weeks leading up to Pesach (at least in our family) you still need food, sometimes fast food. Take out, fruits. You pay more than but it's needed. Even plastic plates, cutlery, drinks.

What exactly is the question?
What's the minimum you need to make pesach?
Food only? Regular weekly amount, plus wine/grape juice/ matzos/1 or 2 roast, and probably more fruits and veggies to compensate for chometz.
Or
How much will it cost me everything included counting largely?
utensils, pots , paper goods, take out the week before, chol hamoed outings, extra snacks for outings,
Is it the first time you're making pesach?
There are definitely ways to make pesach without spending that much, $5000 sounds really high and I have a very big family.
