you don't know the steps involved, so you don't yet have a business plan, yet you already have an investor? Why does s/he want to invest with you if you don't yet have a cohesive plan to present? Having an investor is most certainly NOT the first step, no?

In my personal experience in the therapy world, not specific to aba, there are 2 aspects to this. One is the business model and the other is providing quality services to children you care about. Skilled and caring providers are important and great but have no business knowledge AND those who are really good don't want to end up being the businessman behind it and not providing services. There often isnt enough time for both.
Go for the business and your dream but find someone with business expertise for that end of things. Just my personal opinion
