Since french roast is literally triple the price in my store!!
Are they interchangeable?

I would say that French roast and 2nd cut brisket recipes are interchangeable.

Yes it's fine, if it's a recipe that is cooking through under tender, you can swap.

iirc a brisket has more fat. you might need more liquid.
