In terms of dress.
What does it mean to dress classy? or to look classy? and is that a term used in the general world? I feel like I see it so much on this site. Does it just mean looking put together and pretty?

Classy is a style
It tends to be timeless look
Very often associated with old money
Someone who dresses trendy might fit your earlier criteria but is not a classy dresser
In frum fashion think a short pleated skirt with ballet flats and a turtleneck
Might have a blazer worn on top
Might have pearl earrings
Makeup done with the no makeup look
So someone who wants classy is looking for a timeless very put together look
No bright colors an elegant look

In general use it implies a level of elegance, propriety and expense--essentially "of, or pertaining to, the upper classes." Not just neat, clean and pretty, though that is of course part of it. A person wearing a clean, pretty, but obviously cheap dress isn't
described as classy. OTOH, a person wearing an obviously expensive but extremely flashy and revealing dress would be described as tacky, not classy. In fact, tacky is pretty much the opposite of classy.
I wouldn't know how frum people in the Brooklyn hemisphere use the term, but that is how I would use it.

To me it's not just the clothes. It's clothing along with demeanor, how the person carries themselves, speaks etc.
