I agree with you.

But not everyone who doesnt wear makeup will get clear soft skin.

Im not in the US.

I do Morrocan Tan.
Its very natural and you can control how dark you want it.

For me personally it's not what I wear. It's my skin type and how I apply it. Apply it in layers (liquid, powder, liquid, powder, setting solution and stays three days) I also don't have oily skin.

For the person who asked about moisturizing lips, perhaps you could use olive oil or a different oil? Ask a rav I don't know if it's permitted. Or if there's a certain way it needs to be done.
There are places that might sell a special spray to spray on the face which I think has some kind of oil in it.
(If you're not allowed to smear maybe you're allowed to spray. I don't know about either one and different people might have different psak.
