I see the Jewish stores are all selling nicer hooded sweaters some come with hats
When would my baby wear that? Sukkos? Is it a need?

Depending on the weather. Either a jacket/thick sweater, or a coat. You need to have both at home. You may need a jacket/sweater by day & a coat at night.
