It's all about how it looks on. You'll know when it looks right. But in my experience around 6th / 7th grade.

My 9 year old has been wearing them for Shabbat since she was 7. My 8 year old hates the feeling of long dresses so she wears regular shabbat dresses to the knee. Seems to be a personal preference/no wrong answer situation
