You absolutely must pay for anything she asks for. I find all of that reasonable even if the rack was bent before, you still should compensate for a new one.
Would be a huge chillul Hashem to fight her on this!

we don't let our kids use chalk on flagstones at our home or on our home siding bricks or cement ledges etc
we do let them use it on driveway and sidewalk
and it washes off from there easily

The drive way was made out of small stones. No way to colour on that.
I mean the chalk was in the house. I really don't think we're at fault with that.
