On the water? The Potomac? I don’t know if any hotels in DC on the water. But there are lots of beautiful hotels: I’ve stayed in Fairmont and it was great

The Kosher Pastry Oven is a cafe in Silver Spring. Ben Yehuda Pizza is right next door. There's Goldberg's bagels in Silver Spring as well, and Sienna's Pizza.

We stayed at the intercontinental wharf which is on the boardwalk. But we stayed during the freezing winter when it’s really cheap, not sure the price now but it’s def more seasonally appropriate than winter on the water.
The hotel and amenities are def worth it.
Food we googled and found a laces like char bar. I don’t remember what we did for dairy tho.

The Pastry Oven is great but last I checked they were only takeout for dinner and you needed to place your orders by midafternoon. So, just check first.

Char bar was excellent, well priced with good food.

I see now you want dairy, we didn't end up going anywhere. In dc itself there wasn't any good options. But on google there was a few.

was in DC a few times and LOVE it

don't think there are any place to get dairy food in DC
char bar and oh mama grill are both yum!

the last time I went I stayed walking distance to everything and it was much more enjoyable. you need to park in a parking garage if you are farther out or use public transportation

for a minyan my husband used an electric scooter that you can rent all over the streets
