Is 7 considered young enough?

For sure. My DD had a girl from France join her class in 5th grade (10 yrs old) and by Chanuka she was speaking Hebrew pretty confidently - 100 times better than her parents.
I don't know how much extra help she had - probably did have.

And is there anything I could do now in the summer to help prepare them?

Yes
Teach them basic conversation words.
Of course 7 is young enough

My youngest sister spoke her own language when she was little, and the rest of us would translate for my parents and anyone else. (Her hearing was fine. They tested everything they could think of, but it was just her idiosyncrasies.) When she started school, it took her about a week to realise that no one was translating for her. A week after that, she was speaking perfect English.

If your daughter already understands, that's a huge thing. The output will come when she needs it.
