is this considered a good hechsher? is it on the level of like eida chareidis and rubin?

No. From what I understand it is not at all on the same level. I was told it can be fine though for basic things like silan, lemon juice, nuts….

Depends whom you ask. Belzer chassidim, for example, prefer it to Eida, and not only for reasons of loyalty. Others, as you see, feel differently. You should ask your own trusted authority.
