Anything that isn’t handed to you directly after you identify yourself isn’t legally binding

My 19 year old DS who is on the spectrum got a questionnaire. I sent it back with a letter from the pediatrician. A few months later , he got one from another court in NYC, again I sent in a letter from the pediatrician. I really hope they don't continue to do this.

this was a number of years ago. maybe 15? I wasn't arrested but I was threatened and it was ugly. I had to appear to explain myself.
I did't have little kids anymore at that point.

Was it a jury summons or questionnaire?

That makes sense. After ignoring a few questionnaires you will eventually get a subpoena to appear in person to fill out the questionnaire. It's annoying and a hassle so easier to avoid the inevitable and just fill it out now. Especially if you have a valid excuse to not serve. Then when you do get the summons you can get out of it.
Someone who ignores a summons can be jailed.

Not necessarily. I know people who ignore every questionnaire for years and haven't had an issue yet. Not saying they never will, but it's more than 2 or 3.
And I got a summons which I had a reason I couldn't go, I lost the summons and sent them an email saying so-they said they need to see a copy of the summons in order to excuse me, so I should just ignore it and wait until I get another one 6 months later (which I don't think I did)
I'm not giving advice on what to do, just stating my experience.

I’ve been ignoring summonses for years. At this point I don’t even open the envelopes. They have no proof I got it how can they arrest me?
