My baby is 4.5mo and I've just put him on formula. The can says 5 bottles of 180mL over a day - is that in 24 hours? And he's not doing long enough stretches between feeds, so he's really only taking 120mL or less per feed... Do I just go with what he wants, even if it's smaller feeds more frequently?

The 5 * 180ml is per 24 hours some babies will have all of that during the day other babies will have most by day and 1 or 2 feeds at night, but every baby is different.
If your baby eats less by each feed, feed more often but you can try and increase the amount in each feed gently.
Generally in a 24 period they need 150ml of formula per kg of weight.

Don't force the baby to eat more than he can..
I listened to the formula can instructions and my baby was literally choking she just did not need so much. I even ended up in the hospital once because of it.
