How do I find P3/SETTS cases directly from the department of ed. Is there a list of available children?

No. You should call schools and leave your resume there. Ask if they have cases.
Also it’s SETSS - special education teacher support services

You can also advertise if you see children after school hours.

You can contact the DOE to have your name put on a list of available providers. I used to get a bunch of calls from that list until I asked them to remove me. They still send me emails when they are looking for providers within public schools. Are you on the approved provider list?
Searched my email, the most recent help wanteds came from TArbeti@schools.nyc.gov

Also keep in mind, while an agency is not taking a cut, you are not considered an employee of the DOE and you are paid on a 1099. You are considered an independent contractor.

In my experience the agencies take such a big cut that it doesn't pay to work with them. Though I hear there are some enhanced rate agencies that are better to work for.

thank you - do you know if I can provide P3 if I am not currently in NY - I do have a NY license. If so, do you know how I would go about getting cases with the enhanced rate?

I did remote when I COVID just broke out and I went out of town to be with my parents. But I don’t know if working out of NY long term is ok. AFAIK you can only get enhanced rate cases through agencies.

You can get a good rate from aim high, I got a great rate last year. Their email is aimhighp3@gmail.com
The only thing is that you have to have students to work with, they do not place you.
If you go direct to DOE then payments are super late, through an agency then you are paid on time.
