I discreetly hand over a tissue and I see that the children who recieve several tissues soon stop. Fourth grade.
For my own kids, we read the the light hearted book marvin redpost picks his nose and discuss how socially off it is and how it should only be done in private.

Some kids have very dry noses which causes dried up mucous that blocks breathing and itches.
Buy the girl a saline Nasal spray and packet of tissues..
Teach student to spray and then blow.
Tell girl not polite to pick nose in public, but
Spray and blow is ok.
