Last year, my tomato plants got completely crushed from the ball landing on it. Is there any kind of structure that I can place on top of that little patch of Earth that will protect the plants while also allowing me to access them (and is affordable)?

Buy thin plastic pvc pipe and elbow connectors from home depot or lowes.
Use a hand saw or electrical saw to cut the pipe to your desired length.
Push on the connectors and form a box shape.

You can make it tall enough to walk into.
Cover the whole thing with bird netting.

There used to be a kid toy made with colorful tunes and connectors. I'm forgetting the name.

Keep in mind this is very lightweight and will need to be tied down so it doesn't blow away in the first storm.
