Definitely part luck (though having a good first word makes a big difference. I use the STARLINE principal).

Many years ago, I used to play competitive scrabble (I know, I'm strange), and there is a lot of learning words and letter use frequency. So S,T,A,R,L,I,N and E are the most common letters used in English words. So choosing a 1st word that uses 5 of those will, over time, give you the most chances of having matches on your first turn. In addition, if your letter is not in the word, it eliminates the most possible words.
