Shmira gave out an alert that we can expect that the crime rates will rise because the schools are closed. I think there's some truth to it and I hope it won't get to a real bad point.
So many kids come from homeless or dysfunctional homes that they're like animal let out of their cages running amok on the streets.
Hashem should watch over us.

The Mayor should have issued a mandatory quarantine for anyone under 18 as soon as he cancelled school to ensure that the kids stay home and out of trouble. Its not too late to do this but now he is looking at doing a mandatory quarantine for everyone (with the ability to still buy food and essentials if needed) so lets hope that happens sooner rather than later.

I don't think locking kids up with their dysfunctional parents is the best idea. Think homicides.

Letting them run wild is a better idea? They're running in the streets and breaking into cars already. 19 car windows on one block were shattered in Williamsburg yesterday. They need to come up with a plan to contain them. They should provide laptops for remote learning & set up shelters where the kids can hang out.

Why imprison? They can set up shelters for quarantine and provide food.

My point is that if your issue is that these people are out loose, and your solution is to restrict their freedom, that is basically what you are doing.

Isn't everyone's freedom restricted now?
I'm sure these kids will be very happy to have a safe shelter and be getting meals.

Quarantining people to stop the spread of disease is different from confining them like an animal in a cage to keep them off the streets.

If they're causing destruction and getting into trouble and criminal activity, they're better off being confined in shelters where they'll be provided for. They have no stable homes to be confined in.

That is a whole other can of worms that this virus has opened up for us that would need to be dealt with but now is probably not the time for it.
If you cancel school and close all the theaters, restaurants, and other recreational resources/activities because you dont want the virus to spread then you have to ensure that the kids stay home in the first place. If the kids roam the streets with each other (thus spreading the virus between themselves and taking it home afterwards) then it defeats the purpose of closing everything down. A mandatory quarantine will not only ensure that the kids stay home and safe but also prevents them from spreading the virus further. They have no business being out right now since everything is closed anyway (and parks are not a good place to hang out right now considering the germs on all the surfaces which no one cleans) but they should be able to have an emergency number to contact in case they need help. Even if they can only reach out to their teachers who can assess the situation and see if any further assistance in warranted would be better than letting them roam the streets together.
How do you suggest that the city deal with these issue?

Increased crime with disasters is a fact and a large part of the reason curfews are imposed. Limited and redirected law enforcement along with no school and closed jobs added to decreased income and increased stress has real societal effects.
