No one can make someone else do something and, short of horrible situations, no one should try - especially when dealing with family!
Yes, you love them and worry about them, but just because they are older doesn't mean that they can't decide how to live their lives.
Why not suggest to them that they check with their doctors, and if the doctors are ok with it, then accept that? If they have medical issues that make it more risky to be there, than I assume the doctors will veto it. If they are mentally unable to make those types of decisions, you can call the doctors and proceed from there.
If the doctors say "no", maybe you can offer to help them see relatives later in the year when things calm down.
(BTW, if you are planning to go, is there a reason you are more concerned about them going than about you going?)

Another factor is, what is the health of the person, whatever age.
FWIW I'm all for letting the doctors be the police.
