Then encourage them to speak with their doctors. I'm sure any responsible doctor is going to advise them to avoid crowds. Let them take doctor's advice instead of having to listen to one relative or the other and cause family friction.

This. Then they won’t be siding with anyone and can thus avoid further friction. Doctors orders.

No one can make someone else do something and, short of horrible situations, no one should try - especially when dealing with family!

Yes, you love them and worry about them, but just because they are older doesn't mean that they can't decide how to live their lives.

Why not suggest to them that they check with their doctors, and if the doctors are ok with it, then accept that? If they have medical issues that make it more risky to be there, than I assume the doctors will veto it. If they are mentally unable to make those types of decisions, you can call the doctors and proceed from there.

If the doctors say "no", maybe you can offer to help them see relatives later in the year when things calm down.

(BTW, if you are planning to go, is there a reason you are more concerned about them going than about you going?)

The cdc says people over sixty should try to stay home
Under sixty their is one percent chance of catching it

Please don't spread misinformation - the likelihood of an under sixty year old catching it is way over 1%.

Hint: if you're going to post the same thing to N threads, try not to have the same spelling mistake in each.

Another factor is, what is the health of the person, whatever age.
FWIW I'm all for letting the doctors be the police.
