The requirements have been increased and are not always reasonable (some cases require a lot of preparation and follow-up while others are more straightforward... In a quarterly report month I'm easily spending more than required hours on coordination and paperwork while the next month will be less... If you're efficient paperwork doesn't take that much time, some parents and teachers don't WANT to spend more than five minutes talking to you, and if you've had other kids with similar needs then you already have materials prepared!) But you have to use your judgement as to how you're going to document your time to make it work. If you need to put down your yearly flu shot as "preparation," well, the DOE is kind of asking for it aren't they.
