I know that, tell him they are dirty and wash him negel vasser ori thought of something else let him first do it himself and then you do it if he doesnt do it properly

He is too young to understand it if I tell him that his hands are dirty, I think I will try with warmer water, cuz I usually do it with him with the negel vasser by his bed.

please remember that you are washing his hands for many reasons, but mainly to be mechanech him. if you force the issue, and then do it again because he didn't do it GOOD then you will only cause him to hate it. take a break- let him watch you or someone else don't talk about it, and mostly don't force it. they are only babies. and they don't understand why they have to do this.
my son was just upshernish and he REFUSED to put on tzitzis or a yarmulke - forget about saying the bracha! its been almost a week, and we did not push it, nor did we talk about it- and now he comes to me to ask where is his yarmulke- if it fell off he right away puts it back on. he willingly lets me put on the tzitzis but refuses the bracha. I ask him do you want to make a bracha? he says no. so no problem. yesterday when I asked him if he wants to put on tzisis he said yes, after 2 days of saying no. so don't push it- how old is your son?
think about it, do you want him to do negel vasser because he is forced to or because he wants to? use this lesson for the future as well- never force an issue, educate give them the tools but ultimatly let him DECIDE that he wants to do this.

My son is 14 months old. I would never force him to do it. He has been ok with washing neggel vasser for a long time, just recently he pushes his hands away.

He is probably trying to test you to see what you will do and your reaction

I don't this 14 months olds know what "Testing" means. he's probobly cold when the water hits and doesn't like it. try warm water, and if he still doesnt like it, give it a break for a week.
