I'm looking for "entry-level" fish recipes for a family member who doesn't like any fish including tuna, but will eat fish sticks and the like.

I bread and fry tilapia just like chicken cutlets. My kids still don't know it's fish

This is a delicious, yet non fishy tasting recipe. I use frozen breaded flounder.
Sesame Nuggets
Cut flounder into nuggets. Pour sauce over flounder.
Sauce
2 cups brown sugar
¼ cup soy sauce
½ cup ketchup
1 jar duck sauce
1 1/2 cups sesame seeds
bring all sauce ingredients to a boil.
Bake at 350 for ½ hour covered
I pre-bake the breaded flounder for about 10 minutes, then baked as per recipe. I think the jar duck sauce refers to the large size. For 3 slices flounder, I used the small jar and approximated the rest of ingredients, but the recipe does requires a lot of sauce, since the breadcrumbs absorb the sauce and you still want it to be saucy. I do think it calls for too much sesame seeds.

what about tuna/salmon patties
broiled salmon with teriyaki & garlic is not fishy

ive made gefiltefish balls in a tomato sauce that tastes like chicken balls.
