In Sefer Hayashor it is quoted in the name of the Ramban that the 9th hour of the 9th day of the 9th month is a special time for davening to Hashem. Kislev is the 9th month starting from Nissan and Sivan is the 9th month starting from Tishrei.
Today is the 9th day (Tes) of the 9th month (Sivan). So the 9th hour (which is between 3:00 and 4:00 p.m. in Israel) is an eis ratzon to be misspallel. (The 9th hour may be a bit different in other parts of the world. Inquire about it.)
Eliyahu Hanavi on Har HaCarmel was answered in the 9th hour. The holy sefer Bris Menucha which has a haskameh from the Ariza"l cites this inyen and mentions that the ninth hour of the ninth day of the ninth month is the channel of all shefa. The Rebono Shel Olam should accept all our tefillos and bakoshes, amen.

To figure it out, here’s what you do:
In NEW YORK today the Netz is 4:27 a.m. and the Shkiah is 7:21 p.m. (or 19:21).
Multiply the hours by minutes and add the remaining amount of minutes.
The Netz at 4 hours and 27 minutes = 267 minutes
The Shkiah at 19 hours and 21 minutes = 1161 minutes
The difference of the amount of minutes between the Shkiah and the Netz: 1161-267=894 minutes
Divide 894 minutes by 12 hours of daytime = 74.5 minutes per hour
Multiply 74.5 by 8 hours (the hour that is mesugal for prayer (from 8th hour to the 9th)): 596 minutes
Divide 596 back into hours: 596 / 60 = 9.93 (9 hours plus 93% of 60 minutes)
Calculate the percentage of the minutes into actual minutes: 93 x 60% = 55.8 minutes
Add the 9 hours and 55.8 minutes to the Netz: 4:27 + 9:55 = 13:82
Adjust the 82 minutes which is more than an hour to the proper time. 1 hour plus 82-60=22 minutes
In other words 14:22 minutes.
The exact 8th hour in NY today is therefore 2:22:48 - 3:22:48 p.m.
In MONTREAL today the Netz is 4:09 a.m. and the Shkiah is 7:36 p.m. (or 19:36).
Multiply the hours by minutes and add the remaining amount of minutes.
The Netz at 4 hours and 9 minutes = 249 minutes
The Shkiah at 19 hours and 36 minutes = 1176 minutes
The difference of the amount of minutes between the Shkiah and the Netz: 1176-249=927 minutes
Divide 927 minutes by 12 hours of daytime = 77.25 minutes per hour
Multiply 77.25 by 8 hours (the hour that is mesugal for prayer (from 8th hour to the 9th)): 618 minutes
Divide 618 back into hours: 618 / 60 = 10.30 (10 hours plus 30% of 60 minutes)
Calculate the percentage of the minutes into actual minutes: 30 x 60% = 18 minutes
Add the 10 hours and 18 minutes to the Netz: 4:09 + 10:18 = 14:27
The exact 8th hour in Montreal today is therefore 2:27 - 3:27 p.m.
In TEL AVIV today the Netz is 5:36 a.m. and the Shkiah is 7:42 p.m. (or 19:42).
Multiply the hours by minutes and add the remaining amount of minutes.
The Netz at 5 hours and 36 minutes = 336 minutes
The Shkiah at 19 hours and 42 minutes = 1182 minutes
The difference of the amount of minutes between the Shkiah and the Netz: 1182-336=846 minutes
Divide 846 minutes by 12 hours of daytime = 70.5 minutes per hour
Multiply 70.5 by 8 hours (the hour that is mesugal for prayer (from 8th hour to the 9th)): 564 minutes

In YERUSHALAYIM today the Netz is 5:35 a.m. and the Shkiah is 7:40 p.m. (or 19:40).
Multiply the hours by minutes and add the remaining amount of minutes.
The Netz at 5 hours and 35 minutes = 335 minutes
The Shkiah at 19 hours and 40 minutes = 1180 minutes
The difference of the amount of minutes between the Shkiah and the Netz: 1180-335=845 minutes
Divide 845 minutes by 12 hours of daytime = 70.42 minutes per hour
Multiply 70.42 by 8 hours (the hour that is mesugal for prayer (from 8th hour to the 9th)): 563 minutes
Divide 563 back into hours: 563 / 60 = 9.38 (9 hours plus 38% of 60 minutes)
Calculate the percentage of the minutes into actual minutes: 38 x 60% = 22.8 minutes
Add the 9 hours and 22.8 minutes to the Netz: 5:35 + 9:22:80 = 14:58:20

The 9th hour is from the 8th to the 9th and not from the 9th to the 10th. And the hour is according to Sho'oh Zemaniyos, the amount of daytime hours, not the hours according to the clock.

I read this thread and Just counted back 7 hours from the Israeli time and got very sad that I missed my "special time to daven".

Thanks, but it's no big deal. Anybody who knows how the sho'oh zemaniyos works can take a calculator, the way I did, and figure it out. I just did it to figure out when the 9th hour in my area is and decided to do some chesed for others who don't have the patience for mathematical calculations.
Those who do not live in these 4 cities mentioned above and do not have the patience to figure out when the "special hour" is, can PM me.
Tziganka (Gypsy, in Eng. interesting IM name), don't feel so bad. It's never too late to daven. Shaarei Shomayim is always open and Hashem listens to our tfillos ALL THE TIME.

I just read your reply...which is much appreciated...but I realized that my original reply was completely indecipherable. How were you able to make out what I was saying?!
My only guess at how you were able to break the code of my writing is that you are of Russian decent (you must be since you knew what my screen name meant). That knowledge and the incredible calculating ability that you showed in this thread leads me to conclude that you're clearly a super genius!

First of all, I'm not Russian and don't know of any Russian ancestors. If Tziganer is Yiddish for Gypsy, how much different can Tziganke be? Second of all, I couldn't figure out why a Yiddene would give herself such an interesting name, unless 'gypsy' is the initials of your name or you're a descendant of the author of Daughter to 2 Mothers (what's the name of that book?). So here you go. I just gave you two reasons why I'm not such a super genius after all

Tziganka also means Gypsy in Yiddish? I had no idea .
I've been using Tziganka for a long time now, on many other boards. Gypsies are a people without a home. Hence, until my hubby and I built our own home that's how I felt; like a gypsy. I also traveled a lot as a youth.
I still stand by my original summation of you though.

According to the Torah, Kislev is the 9th month from Nissan. Tonight is 9 Kislev. Tomorrow at the 9th hour is an inyan and eis rotzon to be mispallel for whatever one needs. There are many ways to calculate the 9th hour. For those living in Israel, from 1:43 p.m. till 1:56 p.m. (tomorrow afternoon) is definitely a according to all shittos the 9th hour.
This year is also the 9th year from Yovel and also this year תש"ע means 9.

Thanks. I was wondering about a source. Unfortunately the email that's making the rounds states this is an opportunity that comes only once every seven years and I was skeptical. (DH, who's about purebred Litvak much more so.) I did daven mincha and say Tehillim I say every day for someone during what I estimated the time was - was I supposed to davka NOT daven?

You're welcome. The source is mentioned in the OP's post.
Once every seven years there is an additional "9th". This is the 9th year of the Shmitta year. The Torah calls the 2nd year after Shmitta, Shono Hatshiis (the 9th year). But the segulah of the 9th month, the 9th day and the 9th hour, is every year, 9 Kislev and 9 Sivan.

Inspiring story!
I did not know about this, but at around 1:20 I became very emotional about something and started to say my shir hashirim, tehillim and techinas. I was literally crying. My girls came home from school and told me that about exactly that time they said tehillim in school, because it was a "shas hakosher". I'm so glad that hashem gave me the intuition to daven at that particular time without me even knowing it.

The 13 minutes (גימטריא: אחד) of the time for tefillah yesterday united (was מאחד) yidden. Everything stopped for 13 minutes; people didn’t answer the phones and walked the streets mumbling words of Tehillim. I heard that there were even non religious Jews who joined in their prayers. What a kiddush Hashem!
