Special Education Age 3-5 in Baltimore, MD

Does anyone here have any experience with getting a child services from the Baltimore Public School Systems? We are hoping to relocate to Baltimore. Our son has an IEP (Speech Impairment and Significant Developmental Delay) Autism has not been completely ruled out although the Doctors and teachers do not think he is autistic. There is an organization in my state called the Early Autism Project and they did diagnose him with autism on the most borderline of levels. What this means for us where we are now is that he would qualify for services through our insurance (25-30 hrs a week!) but I've heard a rumor that insurances in MD don't cover Autism Spectrum (could this be true?)

Also wondering how to begin transferring his IEP to the Baltimore Public School System so that he can get services ASAP in the fall.
