Hold baby tightly with one arm, and flap madly with the other? Or can he ride on your back, and then you can flap with both arms.

It's a present some people give as a baby shower (or bris/whatever). A binch of diapers are assembled in cylindrical layers and tied with ribbons to look like a cake.

Why does my corn kugel/souffle keep falling?
Send it for a medical evaluation. Could be a lot of things: an inner ear problem, visual problem, low blood pressure...or could be it's just a klutz.
