my velvet winter hat fits me much nicer than my summer ones. when can I start wearing it again?
like do people wear velvet now in the fall?

Look at the thermometer, not the calendar. If it's cold enough to wear a velvet dress, it's cold enough to wear a velvet hat. If not, not.
Those hoary fashion "rules" such as not wearing white after Labor Day and so on are, you should excuse the expression, old hat.

It's always hard in the in-between stage, because sometimes it's too cool for the straw hats, and too warm for the velvet and felt hats.
I usually don't wear the wintery hats until Succos. Sometimes before, but only if it's the right weather.
Gotta get 1 in between hat

I wouldn't go by the protocol but by your comfort level (and I wouldn't wear it with a pastel chiffon summery thing).
