We got engaged during the 9 days and had our vort that night. We were told we could not wear new clothing - but could wear shabbos. No one else (parents, siblings, etc) could wear shabbos clothing - just nice weekday.
My In laws had a feeling we would decide to get engaged so MIL went out and bought me a kallah bracelet just in case because she was told that you cannot buy it during the 9 days. I was allowed to wear it new during the 9 days (I'm not sure why though)
