well, from experts I've learned that in the vast majority of cases that when an alleged victim comes forward it's true. on the other hand, I don't know to what extent the child is effected by downs and if downs would effect how a child interprets reality.
If I were an administrator, I'd remove the teacher pending an investigation into the facts. If was a parent, I'd keep my child away from that person until a thorough investigation was done (and it showed the accusations to not be true). You can't take chances these days.
Unfortunately, in this day and age, teachers can do / have done crazy things to students (R"L).

I agree the question is how do you investigate. also my big question is do you beleive the child or not? could it just be a big lie?

Are you asking from the perspective of another parent in the class?
A member of the administration of the school it occurred in?
A relative of the teacher in question?

the majority of cases reported are found to be true according to statistics on the topic. (ie. there's proof)

Especially if it's a boy I would separate him from the shadow immediately. I don't trust men as far as I can throw them. Lots of pervs out there. And especially if it's a child with any degree of mental retardation or speech problem - a kid like this cannot protect himself!!!
