My son (who starts yeshiva late today) guesses the following:
Yerushalayim - beis hamikdash
Chevron - maarat hamachpela
Teveria - many Tanaim and Amoraim are buried there
Shilo had the mishkan, but that was temporary. Just a guess.

If Teveria because of the Tannaim/Amoraim, then why not Yavne also? (Ancient Yavne, at the very least.)

I heard Créteil, France referred to as the little Netania
