Whats the best way to cut the hard plastic that the frum stores sell for counters, without buying a special tool?

Probably any hardware store. There’s one on 16th ave and one on 14th ave.

I saw a cool hack- put a flashlight in the sink and then put the plastic over. You'll be able to see the shape very clearly through the plastic, so trace it with a permanent marker and then cut. I use a box cutter also.

You can cut on a ceramic floor* (I don't promise it won't scratch tho!) Or buy a self healing mat, it's used for cutting crafts projects.

*unless it's a problem for u if the back of the counter cover touches the floor...

It will cut with any knife. It's actually not very hard. Best to use a ruler or any straight edge when you cut to keep your cuts neat and straight. A pen is perfectly fine to draw lines with and will come off easily.
