actually, in shul they said from Gimmul Sivan, meaning the night before, after shkiya.
I noticed a few events in the neighborhood featuring live music.

I'm actually invited to one sunday night, (r.h.; ohr l'beis sivan) but I assume it's people who end their sefirah inyonim with lag b'omer.

sunday night is rosh chodesh when ur aloud to hear. unless their are those that hold not.
but don't we listen like 2 days b4 shavous and can cut hair then too?

correct. the Rebbe Rashab said he is not happy with those who cut bf Erev Shavuos.
As far as music, Lubavitchers don't listen to it until 3 Sivan.

From how I grew up, we could listen to music the shloshes yemai hagbalah - the 3 days before shavuos, and boys got haircuts erev shavuos.
