Because whoever I asked said either it's Shkia, or if you start a fleishig meal, you can continue the rest of the night- That's 2 different answers and I cant reach a Rov.

9 days trumps Rosh Chodesh. Otherwise it would be the 8 days.

I've never heard of anyone eating fleishig on Rosh Chodesh Av. In my experience it is always that you must finish eating fleishigs before shkiyah on erev Rosh Chodesh Av.

But the 9 days doesn't trump Shabbat...save your leftovers ladies. (Personally, I still serve milchigs on the Shabbat before 9 Av.)

We certainly do eat fleishigs on that week, Shabbos Chazon, sometimes even for Shalosh Seudos.

Here's what I learned from dh.

Ashkenazim - stop eating meat at shkia on erev rosh chodesh. Eat meat on shabbos and wine up until and including seuda shlishis. You can freeze shabbos therefore you should make it fresh and not take out of freezer so that you dont have double freezing. Those who shave during the three weeks often stop for the nine days meaning last shave on erev Rosh Chodesh. There are those who are only makpid not to shave in shavua shechal bo. Ashkenazim don't marry during the whole three weeks. Don't cut hair. Don't listen to instrumental music but often listen to vocal. From erev Rosh chodesh shkia they don't listen to vocal either.

Sefaradim - only keep not eating meat during shavua shechal bo. Don't cut hair all three weeks but often get married until Rosh Chodesh not including that day.
