My baby can’t fall asleep until 1 am. I start bedtime around 6:45 and he stays up not able to fall asleep.
He naps up to two hours about 4 times a day?
What am I doing wrong?

4 naps is too much. Look up the approximate wake windows for his age and make a reasonable schedule.

How do you put him to sleep for the day naps?
What is he doing while awake from 6:45-1am?

There's no point of starting bedtime at 6:45 if he'll be up till 1:00.
Start with a realistic bedtime and then you can try to move it. It's not a bedtime routine to give him a bath etc. 4 hours before he's actually going to sleep.
How old is he?

How old is your baby? 4 naps a day of 2 hours each, is alot for a baby older than 5-6 weeks.

Age?
Is it 4times a day, 2 hours each?
Or 4 times a day, 2 hours total?

How old is your baby?
if baby is about 6 months to 13 months,
this worked for my baby.
Up at 7:30.
diaper change. eat play. diaper change.
nap from 9:30 till 12
diaper change, eat. play. diaper change.
nap again from 3-5
duaper change, eat .play. eat, diaper change
sleep for the night 8.
(My babies do not wake up in the middle of the night starting from 2 months)

Echoing others. Way to many naps. How old is the baby?
My baby is ten months. Takes two naps a day usually. One longer like 2 hours. One short one. Goes to bed at about 7-8. (He gets up plenty not really a good sleeper)

Sometimes it's multiple variables. The Taking Cara Babies course was a game changer for me & helped me troubleshoot so that my baby slept well BH, but Im just referring to the 0-4 month course (her 5- 24m is a course utilizing the cry it out method).

My baby is 6.5 weeks old. He naps up to two hours each nap, I thought that was regular . So he napped at 8 for two hours, 11 for an hour and a half, and he’ll probably want to sleep at 2 for 2 hours. And then after that he just doesn’t nap unless I hold him and doesn’t fall asleep for any stretches
He just is up, kvetches for paci when he’s not hungry

From your description, I wonder if his daytime is 4:00 p.m. to 1:00 a.m.
Does that feel right to your experience?
You can move him back to normal hours but slowly, one hour at a time.

They get fussy at this stage
Have you tried to wear him in the evenings?

How? I think he’s off schedule. Woke up at 7 was still sleeping until after his next nap. But he barely slept at night so I didn’t think I could do anything

You're not doing anything wrong, he's still tiny!!! My newborns never had bedtime or a schedule!

6 weeks us a growth spurt. Any schedule gets messed up and he'll want to eat more. Just roll with it. Listen to his cues a d feed him on demand.

4 naps at 6 weeks is completely normal. Hope it gets better soon:( they're still figuring things out at this age and aren't always on a regular or good schedule. Things change so much every single week... I'd give it a little more time and hopefully he'll naturally improve. You can also try playing around with extending his wake windows or cutting his naps a bit.

You cannot expect a bedtime from him.
Babies start to recognize day and night at 4 months
