I called a frum handyman for a price quote, and I told him I'd get back to him with an answer. We went with someone else & when I told him that we're going with someone else, he get very nasty & started harassing & threatening me.
I'm feeling so unsettled now, bh I didn't give him our address.
He has an advertisement in the local circular, I feel like we should tell them that this person is no good.

Its so interesting that you actually called him back to tell him.
Most I don't think would.
I would chalk it up to financially stressed and a bad day and move on with your life.
Its on the "buyer" to check references who used him before, you cannot by the laws of loshon hara do anything to him.
If someone asks you directly if you spoke to him and if he is pleasant to deal with you will have to meet all 7 conditions of toeles and not exaggerate at all.
